The Province of Huelva (South western Spain)of witch the Diputación of Huelva is the legal public entity, is constituted by municipalities and grouping of municipalities which gather resources to manage some determined issues, as energy management.
77 of the 79 municipalities in the province commited the Covenant of Mayors.
Actions implemented in the field of building performance:
-Energy audits of public buildings.
-Replacement of ballasts and lamps for more efficient ones.
-Renewal of buildings' closing envelopes.

-POEs (Energy optimization Plans).
