Presentation of the organisation:

The Services Division is found within the Ministry for Resources and Rural Affairs. Its Mission Statement is:
"To provide a comprehensive range of quality services through its departments and units in projects for the Government of Malta and to clients of the Division, in an efficient manner and with the required return of value for money."

Actions implemented in the field of building performance:

Minimum requirements for the energy performance of buildings in Malta have been set for separate building elements - floors, windows, walls and roofs. These were legislated by Legal Notice 238/2006 "Minimum Requirements on the Energy Performance of Building Regulations, 2006" under the Malta Resources Authority Act.

This L.N. was replaced by L.N. 261 of 2008 - Energy Performance of Buildings Regulations, that came into force on 2nd January 2009.

Technical Guidance Document F notified in the Gazette, currently applies to new buildings and existing buildings that undergo major renovation or alteration, whose building permit applications in terms of regulation 3(1) of the Development Permission (Method of Application) Regulations, 1992, is received by the Malta Environment and Planning Authority on or after the 2nd January, 2007".

Document F - Technical Guidance: Conservation of Fuel, Energy and Natural Resources was issued in August 2006. The document gives indications as to how one can meet these requirements including the:

- use of insulation in roofs;
- use of double or better glazing in windows;
- limiting the size of apertures;
- storing rainwater and re-using it in flushing of toilets and irrigation and
- use of direct solar heating for hot water, and the use of photovoltaic cells plus wind turbines that is encouraged, but not mandatory.
