On Tuesday 17 November 2009 the European Parliament and the Council agreed on the Recast of the Energy Performance of Buildings Directive. The directive allows for a high level of technical ambition and targets. The result reflects in large parts the position of the Display participants and Energie-Cités. One central point proposed by the European Parliament and strongly supported by Energie-Cites is for a voluntary EU certification scheme from 2011 to be introduced for non-residential buildings.
Parliament and Council agreed on adopting the agreement in an early second reading procedure. It should be subject to a political agreement in Council scheduled for the 7 December. The formal adoption of the Common Position is envisaged for January/February 2010.
